I'm curious about specifics of the newly proposed Mexican drug bill. For instance does it apply to all people in possession of drugs or just Mexicans? We've had the opportunity to learn that Mexico has one attitude towards immigration status in the U.S. and quite another within its own borders.

A number of drug users in this country, I would think, have the money to move to Mexico and become Mexicans as a lot of American retirees are doing these days. By legalizing small amounts of drugs and thereby eliminating a source of bribery income for the Mexican police, is it possible that the Mexican government has its eye on a larger prize of American dopers with money? Like I said, I'm just curious.
